Nouvelle structure du gouvernement

La structure du gouvernement comprend 13 ministères et 3 conseils équivalents.
Les ministères de l’Industrie et de l’artisanat et celui du Commerce fusionnent, devenant le ministère de l’Industrie et du Commerce.

New Chairman of National Assembly sworn in-Nouveau Président de l'Assemblée Nationale!
(KPL) The new chairman of National Assembly, Mr Thongsing Thammavong, was sworn in yesterday to replace former chairman Mr Samane Viyaket, before over a hundred legislators and country leaders.
Mr Thongsing spoke of his willingness to use work together with the Lao people to continue carrying out the two main national strategies of the protection and construction of the country.
These include co-ordinating with the Government and judicial organisations, the Prosecutor’s General Office and relevant organisations in implementing the 8th Resolution of the Party, the new sixth five-year plan of socio-economic development, and constructing basic infrastructure for the industrialisation and modernisation of the country.
Mr Thongsing Thammavong, was born on April 12, 1944 in Houaphan province. He joined the revolution in August of 1959, and was awarded a Certificate in Personal Management, in Higher-level Political Studies.
Between 1963 and 1979, he was a teacher and Deputy Director of Xamneua Secondary School, Houaphan province, the Director of the Lower Secondary School and Head of Education Office in Xiengkhor district, Director of the Upper Secondary School and Teacher Training College in Sobxay and Nakhao of Viengxay district, Deputy Director General of the Personnel Department and Deputy Director General of the Vocational Department and also Acting Director General of the Personnel Department, Ministry of Education.
From 1982-1988, he was President of the Committee for Press, Newspapers and Radio, and the Deputy Director of the Propaganda and Training Board of the Party Central Committee and Minister of Culture.
From 1989 to 2002, he worked as Deputy President of the People’s Assembly, Acting President of the People‘s Supreme Assembly, Politburo member, Head of Personnel Committee of Party Central Committee and Standing Member of Party Politburo.
Mr Thongsing has been a Politburo Member since 2002.

Les 115 députés des VImes lesgislatives(kpl)

M. Viset Savèngsuksa, chef adjoint de la commission étrangère de l’Assemblée Nationale, porte-parole du comité responsable de l’élection, a annoncé le résultat des législatives au cours d’une conférence de presse. Un total de 115 députés ont été élus, dont 29 femmes. A Vientiane, il y a 41 députés, dont 6 femmes ; en province, 74 députés dont 23 femmes. Les 10 membres du comité central du Parti sont élus dont une femme. Les 47 députés de l’ancienne Assemblée Nationale sont élus dont 14 femmes.
Les députés de cette élection se partagent ainsi : 92 Lao Loum dont 21 femmes ; 17 Lao Theung dont 6 femmes ; 6 Lao Soung dont 2 femmes ; et 3 hommes d’affaires. Parmi ces députés, le plus jeune est âgé de 36 ans et le plus âgé de 69 ans. En ce qui concerne l’éducation, une personne est au niveau de l’école primaire, 9 au niveau du collège et 105 ont terminé leurs études au lycée. Quant aux études supérieures, 5 personnes ont un niveau élémentaire, 10 un niveau intermédiaire, 46 un Deug, 22 une licence et 32 un doctorat.

New National Assembly members announced of Vientiane Capital

(KPL) The 15 new members of the National Assembly in the first constituency of Vientiane Capital have already been announced, in the wake of the General Election held across the country on Sunday.
The results revealed by the Election Board Committee this week, which is chaired by Mr Bouasone Bouphavanh, who was the No. 1 candidate.
The 21 other candidates for the first constituency of Vientiane Capital were also first to hear the results.
According to the Committee’s summing-up report, Vientiane Capital was the first constituency to comprise nine districts and 500 villages, with a total population of 689,715 people, of whom 413,288 were eligible voters.
There were 519 polling units throughout these villages, and state offices and 30 polling units were available in Lao Embassies and Consulates overseas.
Election proceedings on Sunday in Vientiane were favourable, thanks to its residents’ enthusiasm for democracy.

The new National Assembly members were announced as follows:

Two provinces announce election results: (Vientianetimes)

Election committees in two provinces have announced the successful candidates in the countrywide National Assembly elections held last Sunday.

The Election Committee of Constituency No 6, Luang Prabang province, made an early announcement of the results of voting in that province on Wednesday, showing the Mayor of Vientiane to be the winner.

Mr Thongsing Thammavong, a member of the Party politburo, won 172,540 out of 200,263 votes. In second place was Lt Colonel Khamkeuth Phommavongsy, the Head of the Provincial Office of the Provincial Military Command, with 157,677 votes.

Other candidates include Vongkham Phomsavath, the Head of the Provincial Front for National Construction, Mr Singtan Xayleusong, the Secretary of Luang Prabang Youth Union, Associate Professor Dr Som-ok Kingsada, the official of the National University of Laos, Mr Saysamone Khomthavong, the Director of Luang Prabang Province Planning and Investment Department, Mr Bosaikham Vongdara, the President of the Lao Trade Union, and Mr Singkham Phommalath, the Director of Luang Prabang Information and Culture Department.

The Luang Prabang election committee said the elections had been a great success, with complete security maintained and no invalid ballots.

An early report from Constituency 11, Borikhamxay province, states that Mrs Pany Yathortu, a Politburo member and Vice Chairman of the 5 th Legislature of the National Assembly won 84, 284 votes. Local candidate Mr Khamphan Sitthidampha won with 91, 810 votes. There are 119,103 eligible voters in this province.

Other successful candidates include Ms Inta Xaymounkham, the President of Provincial Women’s Union, Mr Phaythoun Kittilath, the Head of Office of Constituency 11, and Mr Khampha Phimasone, the Secretary of the Provincial Youth Union.

The Election Committee in Constituency 16, Xekong province, has confirmed it will complete election reports today.The committee is still waiting for results from two polling stations in remote Dakcheung district, but expects to be able to send the final election reports to the National Election Committee in Vientiane today.

The Deputy President of the Provincial Election Committee, Mr Chanthaboun Keosa-nga, said in a telephone interview with Vientiane Times that there were only a few hundred votes still to be checked and included in the province’s vote tally.

“We have to wait a little longer before we can report the final results, because we want to make sure that we have done absolutely everything necessary to complete the election process,” he said. This process involves three components as stipulated by the National Election Committee - the casting of votes by all eligible voters, total security and the submission of a full election report.

A preliminary count in this constituency shows that many votes have gone to Dr Thongphanh Chanthalanon, the Head of the Cultural and Social Commission of the 5th legislature of the National Assembly. So far she has received 29,583 out of 39,123 votes.

Other candidates are Mr Phonephet Kewlavong, the Deputy Governor of Xekong, and Ms Chanhom Mahaxay, the Director of Kaleum Dakcheung Ethnic Group Development Project.
